BRUSSELS—The Obama administration scrambled Thursday to clarify its plans to switch to a train-and-assist mission in Afghanistan after North Atlantic Treaty Organization allies were surprised by the announcement of a U.S. strategy shift next year.
Defense Secretary Leon Panetta met with NATO allies Thursday, saying that U.S. and international troops would play an active but limited role in combat operations even after the Afghans take the lead in 2013.
